Texts: Mr Nice Guy
Flashfloods yesterday evening hit the city and left hundreds of families homeless plus ten persons were also missing. The floods started as early as 4:00 in the afternoon and few hours later started washing out houses in Barangays Cugman, Gusa, and Carmen.

The city disaster coordinating council could not yet ascertain how much were damaged by the floods as immediate evacuations and temporary shelters were the immediate concerns of the authorities.

Mayor Vicente Emano over a local radio station last night had immediately instructed members of the city social welfare and development to give help to the victims in the form of rice, noodles, canned goods, clothing, biddings and others which can help ease the pain felt by the families that were rendered homeless by the floods.

Emano said the city council would also ascertain sum of money from the calamity funds of the city to help the victims. Emano was accompanied by Misamis Oriental board member Peter Unabia during his rounds last night to the barangays badly hit by the floods.

Father Elmer Abacahin, spokesperson of the Archdiocese of Cagayan de Oro also visited the victims that were temporarily sheltered in gymnasiums and urged parishes to extend help to the victims.

Local radio station Bombo Radyo also launched last “Oplan Pagmahal” to collect donations from city residents that were badly affected especially those that were rendered homeless.

“I am appealing to the city residents and the parishes to help the victims and also respond to the urgent call of Bombo Radyo to help the victims,” Father Abacahin said. He said the people can give their donations either at the parishes or at Bombo radio,” the priest said.

Gen. McArthur Marker’s groundbreaking rites setFeb.1

City Mayor Constantino G. Jaraula and other top city government officials will lead on Friday morning, February 1, the formal groundbreaking ceremony marking the start of the construction of the General Douglas McArthur Marker at the Old Pier in Barangay Macabalan, this city.
This developed even as a top official from the General Douglas MacArthur Foundation based in Norfolk, Virginia, USA expressed gladness over the city government’s preparation for the commemoration of the 63rd anniversary of the landing of World War II hero Gen. Douglas McArthur in Cagayan de Oro on March 13, this year.
“I know that we will be able to help each other and preserve the legacy of General MacArthur,”Bill Davis of the General Douglas MacArthur Foundation, in a handwritten letter sent to Mayor Jaraula, said. “Please let me know your plans for the MacArthur Monument dedication once they are finalized,”the official added.
Extremely passionate about the project in an attempt to relive history, the mayor even went to Norfolk, Virginia last December where he was toured by Davis to the McArthur Museum and Library and warmly met by the city officials who expressed enthusiasm to visit Cagayan de Oro and forge a sisterhood city agreement.
Mayor Jaraula envisioned the McArthur marker to be one of the top destinations in the country after its inauguration on March 13 where US ambassador Kristie Kenney and other US government officials are expected to grace the memorable event in local history.
The establishment of the marker, which will have five huge stars as its foundation, a giant replica of McArthur’s hat as its roofing, a replica of a PT Boat, souvenir shops as well as a park, hopes to further strengthen the diplomatic ties between Cagayan de Oro and the American governments.
According to history, Gen. McArthur landed at the Macabalan Wharf on the dawn of March 13, 1945 aboard a PT Boat with submarines and proceeded to Del Monte Clubhouse before his departure to Australia where he uttered the famous line, “I shall return.”
As part of the city’s grand preparation, Mayor Jaraula recently signed Executive Order No. 2008 CGJ 004 creating the MacArthur Marker Committee (MMC) with Engr. Elpidio Paras as chairman; Engr. Ruben Vegafria, vice chairman; Frank Rolida, treasurer; Arch. Richard Tan, secretary and Hong See, Albino Limketkai, Rodolfo Meñes, John Mark Sarraga and Pastor Genesis Udang as members.
The MMC is tasked to assist the city government in the establishment and construction of the MacArthur Marker; accept donations and raise funds as may be necessary; open bank account, dollar and peso denomination, with any bank under the name of the committee with the MMC chairman, MMC treasurer and the city mayor as signatories. Mayor Jaraula positive of Oro’s potential for foreign investments, tourists

CITY Mayor Constantino G. Jaraula expressed optimism in Cagayan de Oro’s capacity to attract more foreign investors to put up businesses here in the city.
Earlier in the week as he marked his first 100 days in office, Mayor Jaraula is confident that he has boosted the establishment of an ideal local business climate by as much as 50 percent.

Mayor Jaraula said that in the first 100 days of his administration, he had implemented a continuing drive to clear the streets and sidewalks against illegal vending and structures.

The clearing of sidewalks against vending has received positive feedback from local taxpayers, particularly the members of the Oro Chamber and Promote CDO Foundation who have lauded Mayor Jaraula for his strong political will in enforcing the law against sidewalk vending.

Mayor Jaraula explained that with the clearing operations, taxpayers are encouraged to pay their obligations diligently and promptly as they have seen how the taxes they have paid were put to good use by the city government.

The city chief executive added that as a result of the continuous clearing of streets and sidewalks, more tourists and investors are taking notice of the positive changes that are taking place in the city.

Already, Mayor Jaraula disclosed that over 1,000 hectares of prime real estates investments have been established in several areas in the city at present.

But Mayor Jaraula pointed out that over and above the physical achievements in the earlier days of his administration, it is the unity among all sectors in the city after the May elections which he considered as the most his most significant accomplishment.

Oro joins pact for sustainable agriculture in Mindanao

TO make the existing agricultural areas in Mindanao sustainable, the city government of Cagayan de Oro joined the rest of the 12 other local government beneficiaries in Misamis Oriental in signing the Mindanao Rural Development Program-Adaptable Program Loan 2 (MRDP-APL2) of the Department of Agriculture.

The signing of the Memorandum of Agreement was held very recently at the Harbor Lights Hotel and Restaurant where City Councilor Ceasar Ian Acenas, chair of the city council committee on agriculture and fisheries, represented City Mayor Constantino G. Jaraula.

City agriculturist Godofredo Bajas said that Cagayan de Oro is among the 252 local government units in Mindanao which will benefit from the said program.

He said that the program covers the hinterland barangays of the city particularly the barangays of Baikingon, San Simon, Pagatpat, Lumbia, Tagpangi, Pagalungan, Taglimao, Tuburan, Pigsag-an, Tumpagon, Bayanga, Mambuaya, Dansolihon, Tignapoloan and Besigan.

The above-mentioned barangays will identify programs that will reduce poverty by improving its income and food security among the rural poor and the indigenous communities.

The program will start this year until 2012 where a USD123.75 Billion amount of projects will be funded by the International Bank for Reconstruction Development for the entire island of Mindanao.

Bajas said that the programs which the barangays will design must be based on the four series of programs set by the national government like Investments for Governance Reform, Rural Infrastructure Sub-projects, Community Fund for Agricultural Development Sub-projects and Natural Resource Management.

He added that upon entering into the agreement, the city government will then create a Multi-Sectoral Committee, a Revenue Generation Committee and a Planning and Monitoring Committee for the sustainability of the projects.

The city agriculturist will also ask Mayor Jaraula to set aside P500,000 to kick-off the project and to received the loan that will be granted to the city.

Bajas hoped that thru this program, the rural poor farmers will improve their income and achieve sustainable food security

PNP-10 arrests most wanted man

Cagayan de Oro City - P/Chief Supt. Teodorico B. Capuyan of the Philippine National Police, region 10, has commended the officers and informants for their sustained drive of arresting wanted persons and criminals in the region.
Particularly commended are the elements of the 1002 Provincial Police Mobile Group (PPMG) led by P/Supt. Rolando Erlano Destura and P/Insp. Cipriano Villaflor Bazar, Jr. of the Intelligence and Investigation Division (IID), Misamis Oriental Provincial Police Office (PPO).
“The joint operations of these units resulted in the arrest of Allan Maagad Lagat a.k.a. Esboy, considered the No.1 most wanted person (MWP) in Northern Mindanao on Oct. 5, 2007 in Barangay Sihayon, Tagoloan, Misamis Oriental,” he said.
The arrest of the 35 year-old Lagat who is married and a resident of the said barangay was pursuant to a warrant issued by the Regional Trial Court (RTC), Branch 39, Cgayan de Oro for escaping from jail and robbery docketed under criminal case number 2003-1037 signed by Judge Downey Valdevilla.
Lagat carries with him a monetary reward of Php300,000 or his arrest/ neutralization per a Dept. of Interior and Local Government (DILG) memorandum circular no. 2004-168 dated Dec. 16, 2004.
During a media forum where he was presented by the PNP, Lagat revealed that he has been hiding among his relatives in Maramag, Bukidnon immediately after he escaped by climbing over the fence of the Mis. Or. Provincial Jail in Cagayan de Oro City in 2001.
Meanwhile, Capuyan said the ranking of the MWPs takes a long and evolving process that engages the investigators to undergo a workshop for more information on the criminal and being an “escapee” adds to the weight of the person’s offense.
Every municipality comes up with its own ranking which it forwards to the province. Then the ranking goes to the region which also forwards it to the PNP Hqs in Camp Crame for evaluation, after which the release of the monetary reward to the informants will be based on a DILG memorandum order.
“However, the reward money can not be claimed by anybody who is connected with the government, such as the PNP,” Capuyan clarified
Asked why no “shoot to kill” order was made for Lagat, Capuyan said “the word shoot to kill is ‘mao nay produkto sa media (Is merely a product of the media)’ since it is never found in the vocabulary of the PNP and the Armed Forces of the Philippines (AFP).”
“We have to respect the rights of a criminal. However, if he draws a gun, the operational procedure is only to neutralize/immobilize but not to kill him. The policeman is supposed to fire on him aiming at his arms or legs. But it would be to the criminal’s misfortune if he ducks and gets hit on the head which could be fatal,” Capuyan explained.
However, if the policeman empties his magazine in the process, then that would be a different story since it would appear that what he has done is no longer done “self defense” and that is the very reason why some of our policemen are facing charges “kay gihurot man nila ang usa ka magazine nga bala (because they fired all the ammunition in the magazine),” he remarked.
