Skills Registry System Benefits Cagayan de Oro

CAGAYAN DE ORO CITY, June 22 (PIA) -- The Department of Labor and Employment (DOLE) Misamis Oriental West will make the municipal government of Opol and the city government of Cagayan de Oro the next repository of manpower skills database, known as the Skills Registry System (SRS).
This was announced by Rodrigo A. Deloso, OIC of DOLE MisOr West during the awarding ceremony of the 2012 Outstanding Skilled Workers of Opol last month.
The registry system is designed to facilitate quick search for human resources and work expertise for local and overseas employment. It serves as warehouse for job seekers and possible employers requiring competence, right skills and the right person for a job.
The registry system also complements Philjobnet, an online data center, by supplying skills information for wider and universal use through the internet.
In Region 10, the SRS mainstreamed the town of Lugait, still in Misamis Oriental, because of its readiness to handle the system with industries set in the town and the size of available skilled workers. The local government unit of Lugait pioneered in the implementation, with Initao and Laguindingan following after.
“I am pleased to note that we are now at par with other countries which adapt a similar system like the SRS," said Deloso
Talks between the DOLE and LGUs are now being carried out to come up with an understanding on how the SRS should be used. A memorandum will be inked stipulating the agreements to achieve the objectives of SRS.
Under this, the DOLE will to provide a computer unit installed with the system, photocopier, printer with scanner, external memory, and USB to support recovery of files in case the system is down, and a P100 internet card, while LGUs are encouraged to employ an IT expert to maintain the system.
A focal person will also be assigned by barangays to ensure the regular submission of report and updates on manpower and skills of their respective areas.

VP Binay In Cagayan de Oro Today To Lead Pabahay Caravan for the Poor

CAGAYAN DE ORO CITY NEWS Sept. 26 - Vice President Jejomar C. Binay is set to lead the opening of the Region X & XIII Pabahay Caravan, here, at Dynasty Hotel on Sept. 26-27.
Anchored on the theme, “Strengthening Local Government Units (LGUs) in Housing Delivery and Local Development Planning,” the activity is in line with the thrust of the Vice President to build a stronger partnership with LGU’s, under Republic Act 7279.
Otherwise known as the Urban Development and Housing Act of 1992, RA 7279 mandates the LGUs to deliver quality homes to their constituents.
“Being closer to the people, the LGUs should be at the forefront in delivering housing services,” Binay, who is also the Chairperson of the Housing and Urban Development Coordinating Council (HUDCC) said.
He said it is the role of the HUDCC to enable them to provide these services by orienting them on our housing programs and granting financial support to implement such projects in their areas.
Vice President Binay also said “by making the LGUs aware of our housing programs and services, we will be able to encourage them to work together with the national government in accelerating shelter production and enhancing the delivery of housing services to the people.”

Meanwhile, the Vice President Binay will also lead the groundbreaking of PHIVIDEC Industrial Authority (PIA) Employees Housing Project located at PHIVIDEC Estate in Sta.Cruz, Tagoloan town either through group Housing Loan Program (HLP) or End-User Home Financing Program (EUHFP) as may be decided later by the PIA beneficiaries.
Likewise, he will lead the distribution of 91 Transfer Certificates of Title (TCTs) to the beneficiaries of the Community Mortgage Program (CMP) of the Social Housing Finance Corporation (SHFC), 11 TCTs from the Unified Home Lending Program (UHLP) of NHMFC and 11 TCTs from the NHA Housing Projects. Drug Enforcement Unit in Cagayan de Oro Scores Anew

CAGAYAN DE ORO CITY NEWS – At least three (3) persons are now temporarily detained by the Philippine Drug Enforcement Agency (PDEA), region 10, after they were arrested for selling illegal drugs.
This after a buy-bust operation was conducted in Zone 1, Barangay 34, here, around 11:00 p.m., last Sept. 12, Regional Director Roberto S. Opeña of PDEA-10, said.
Opeña identified one (1) of the suspects as Dodong Burlat, a Watch Listed Drug Personality (WLDP), who was able to elude arrest.
Bought from Burlat was one (1) piece of transparent plastic sachet containing white crystalline substance believed to be shabu to a PDEA agent who acted as the poseur-buyer.
Cohorts of the said suspect who were arrested in plain view possessing and in control of the illegal drugs were:
Jemina D. Roa, 27 yrs. old, single, jobless, possessing one (1) transparent plastic containing dried marijuana leaves and seeds.
Melanie J. Alotaya, 23 yrs. old, single, jobless, possessing one (1) piece heat-sealed transparent plastic sachet containing shabu, twelve (12) pieces folded aluminum foil and several pieces of empty plastic sachets.
Elvira S. Janao, 47 years old, married, caught in control of four (4) pieces used aluminum foil, 18 pieces folded aluminum foil, two (2) pieces half blade, and one (1) pc. Cutter.
Also recovered from Janao were one (1) pc. improvised bamboo clip, one (1) pc. heat-sealed plastic sachet containing suspected shabu residue and one (1) plastic cellophane containing several pieces of elongated plastic sachets.
Opeña said the seized drug and non-drug evidences were brought to PNP Crime Laboratory for examination while arrested suspects are now temporarily detained at PDEA RO 10 office for proper documentation.
Appropriate charges for violation of RA 9165 are now being readied against the suspects, he added.

Flyover in Cagayan de Oro Ready for Inauguration, Says DPWH

This was announced by Engr. Leonald L. Pecore, Resident Engineer of the Department of Public Works and Highways (DPWH), in region 10, during a recent media forum at the National Economic and Development Authority (NEDA), region 10.
He said construction of the Puerto-Sayre flyover, started last March 28, some five (5) days after its groundbreaking by President Benigno C. Aquino III, when he visited Cagayan de Oro, last March 23.
It is expected to be completed, this coming Sept. 28, yet. However, it was already completed, last August 31.
The project, Pecore said, is made of modular superstructure materials with four (4) piers supported on 1.5m diameter bored piles.
The flyover, which is expected to ease the traffic congestion in the area during peak hours, is implemented by the DPWH under the President’s Bridge Program Office (PBPO) in coordination with the City Government of Cagayan de Oro.
Costing Php362-million, the project is funded by the COFACE Export Credit Guarantee Assistance of the French Government, he added.
Pecore also announced that the on-going construction of the Cagayan de Oro City International Trade and Convention Center is already 29.32 percent completed.
An ideal place for international and national trade exhibits, seminars and conventions, the center to be constructed has an estimated cost of Php758-million and will have seating capacity of approximately 7,700.
Meanwhile, DPWH-10 Construction Division Chief, Engr. Dante G. Caylo, disclosed that their regional office has a total appropriation of Php4.22 billion for a total of 97 projects, this year.
He said projects costing below Php50-million and implemented by the respective District Engineering Offices in the region amounted to Php1.438 billion for a total of 76 projects.
Projects worth above Php50-million and implemented by the DPWH Regional Office amounted Php2.783 billion for a total of 21 projects.

NBI North Mindanao Arrests Suspected Smuggler for Illegal Position of Firearms

CAGAYAN DE ORO NEWS ONLINE – Smuggling suspect Lynard Allan Bigcas has been arrested by the National Bureau of Investigation (NBI), here, and has been turned-over to the proper authorities.
He was arrested, exactly a week after a Warrant of Arrest (WOA) for Illegal Possession of Firearms and Ammunitions was issued by Judge Jose U. Yamut, Sr. of the Regional Trial Court, 10th Judicial Region, Branch 11, Manolo Fortich, Bukidnon, last Aug. 18.
Bigcas was socializing with friends at Rhodelsa Circle, near the alternate bridge, here, when apprehended, said Atty. Wenceslao Galendez, NBI-10 Investigation Agent, said.
Per the WOA signed by Judge Yamut, the bail for Bigcas’ release is fixed at Php80,000 which maybe furnished by the accused, either by depositing the amount with the nearest collector of the Bureau of Internal Revenue (BIR) or provincial, city or municipal treasurer, in accordance with Section 14 ( cash bail).
He can also do it by furnishing a bond approved by the RTC Judge, in accordance with Section 19 (corporate surety) and Section 11 (property bond) of Rule 114 of the Revised Rules on Criminal Procedure.
It can be recalled that last May 3, joint operatives of NBI, the Philippine National Police (PNP) and USA’s Federal Bureau of Investigation (FBI) raided the warehouse in Talakag, Bukidnon, owned by a certain Robert Omullon wherein 19 cars and motorcycles were successfully recovered from the premises
The raid was made on the strength of a Search Warrant issued by the Regional Trial Court of Talakag, Bukidnon, after which, another operation was simultaneously conducted on the rented house of Bigcas in Barangay Kauwsagan, this city, where 10 more cars and motorcycles, including some firearms and ammunitions, were found.
Subsequently, last May 9, the Bureau of Customs (BOC) issued a Warrant of Seizure and Detention (WSD) against the recovered cars and motorcycles, thereby, acquiring jurisdiction over them.
A congressional inquiry was, thereafter, conducted on the alleged smuggling activities of Bigcas chaired by Cong. Rodolfo Fariñas.
However, Bigcas testified that he brought all the imported motorcycles through “Balikbayan” boxes, thereby, evading the payment of taxes and duties.
He was also required to present proof of his ownership over the confiscated motorcycles. As to the MV’s, Bigcas alleged that he acquired all of them locally.
Last May 19, a case of smuggling was filed by the BOC against Bigcas before the City Prosecutors of CDO and the Province of Bukidnon.
The Bukidnon case was later withdrawn and filed at the Department of Justice (DOJ), Manila. However, the CDO case remains to be heard by the City Prosecutor’s Office here in the city.
In close coordination with BOC-X, NBI-10 is conducting an in-depth investigation on the alleged smuggling activities of Bigcas in CDO.
Meanwhile, NBI-10 has turned-over the actual physical possession of the following MV’s for disposal and upon subsequent issuance of a WSD to BOC-X, last Aug. 17:

XU upgrades IT processes for student admin system

Freak Tornado in Cagayan de Oro Affects 210 Families in Total

CAGAYAN DE ORO NEWS ONLINE – Some 210 families have
been affected by the freak tornado or local thunderstorm locally known as “ipo-ipo,” that
occurred in Cagayan de Oro City at 3:10 p.m., last July 29.
At least three (3) persons were injured during the incident, two (2) of whom were
hospitalized while one (1) was treated as out-patient.
The affected families came from Zones 9, 10 and 12 and Diamond Valley of
Barangay Bulua and Zone 7 and ApoVel Subdivision of Barangay Patag,
Described as a sudden occurrence of strong winds in funnel-shape from the sky
down to the ground in powerful twisting motion rapidly devastating houses along its path,
the incident destroyed a total of 197 houses, of which 151 were partially damaged and 46,
totally damaged.
Regional Director Carmelito A. Lupo of the Office of Civil Defense (OCD) and
Chairperson of the Regional Disaster Risk Reduction and Management Council (CDRRMC)
said the City DRRMC has already conducted an ocular inspection and damage assessment of the
affected areas.
“They are now looking into the needs for construction of houses for those who were hardest hit by
the incident, he said.
Likewise, restoration of the electric power line in the area have been conducted by the Cagayan
Electric Power and Light Company (CEPALCO).
Meanwhile, Al Legaspi, Punong Barangay (Village Chief) of Bulua said the affected
families who were temporarily sheltered at the Barangay Hall and in the chapel have
returned to their homes.
Initial assistance of food and non-food items provided by the City Social Welfare and
Development (CSWD) to the victims included rice, canned goods, plastic mats and blankets,
he said.

Twister ravaged over 200 houses in 2 Barangays of Cagayan de Oro
Cagayan de Oro News Online – More than 200 houses were destroyed by the sudden attacked of twister (buhawi in local dialect) in two barangays of Cagayan de Oro City yesterday, reports reaching this site said.
Government authorities have identified the two barangays that were ravaged by the twister that first hit the city, as barangays Bulua and Patag.
Patag Barangay Chair Benny Fabricante reported that initial count of houses in his barangay that were destroyed by the ipo-ipo already reach to more than 80 houses while they are still investigating for more victims.
During the attack of twister, the village chief said, small houses made of light wooden materials were easily flown by the big twister including the houses’ kitchen utensils, roofings, clothings, as well as big trees were also being uprooted because of the strong impact of the twister.
The village chief also reported to a local radio station here that some of the victims were injured while no one is yet to be reported casualty of the calamity that ravaged the area.
Menwhile, in almost the same time two twisters were also reported in Barangay Bulua. Members of the city’s rescue unit have already accounted more than 100 houses being destroyed by the twister.
The local office of the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) was quick to report that the three twisters that hit the city were among the effect of climate change.
Luz Mercado of PAGASA explained the twisters in the city were a result of the unexpected meeting of cumulonimbus cloud in the sky that formed into a twister and hit the city.
